Grant Gabriel
ARRC Chief Executive Officer (CEO)
Grant is ARRC’s Chief Executive Officer. A Fellow of Engineers Australia and a Chartered Professional Engineer, Grant has more than 20 years’ experience delivering complex infrastructure and circular economy programs across government and industry. He led the establishment of ARRC and now leads the delivery of ARRC’s integrated resource recovery precinct. Grant is recognised for aligning diverse stakeholders, driving commercial outcomes and leading high-performing teams to deliver long-term, sustainable infrastructure that creates enduring community value.
Michelle Seagg
ARRC Chief Operating Officer and ARRC Board Company Secretary
Michelle is Chief Operating Officer and Company Secretary of ARRC Organics Pty Ltd. She has extensive expertise in governance, legal and regulatory compliance, organisational development and enterprise strategy across business, finance and local government sectors. Michelle played a key role in establishing ARRC Organics and embedding its governance and operating model. As COO, she leads organisational design, people strategy, policy development and business readiness. As Company Secretary, she oversees compliance with the Corporations Act 2001 and supports governance processes.
Sarah Collins
Head of Assets
Sarah has more than 25 years’ experience in the waste management, industrial services and resource recovery industries. She has driven operational excellence across multiple sites and facilities including landfill, transfer stations and processing facilities, leading improvements in resource recovery outcomes. Throughout her career, Sarah has held diverse roles in project management, Health, Safety, Environment and Quality, strategic growth, business development and operations. Sarah has a passion for the waste industry and a strong desire to bring improved resource recovery technology and processes to South-East Queensland through ARRC.
Greer Quinn
Head of Community and Reputation
Greer leads stakeholder engagement and social licence strategy at ARRC Gold Coast. Driven by a deep belief in the power of purpose-led organisations to deliver long-term public value, Greer spent two decades working across mining, manufacturing, infrastructure, education and waste sectors to turn complex ideas into clear, compelling public narratives. Before joining ARRC, Greer led strategic communications for major health infrastructure projects on the Gold Coast. At ARRC, she brings a values-driven approach grounded in transparency, trust and meaningful community engagement.
Suzy Cairney
General Counsel
Suzy focuses on delivering timely, practical and effective legal solutions for major infrastructure projects. She brings in-house experience from a Queensland Government Owned Corporation and an international port operator in Belgium, alongside 25 years in private practice. ARRC made her return to an in-house role an easy decision, drawn by its groundbreaking circular economy precinct and high-performing team. Suzy is known for her commercially minded, solutions-focused approach, grounded in integrity, with deep experience across waste management, renewable energy and water sectors.
Dr Jemma Purandare
Chief Scientist
Dr Purandare is an environmental scientist with a PhD and a Master of Laws – a combination that spans both the science of environmental protection and the legal frameworks that govern it. She brings more than two decades of experience leading complex environmental impact assessments, approvals and establishment for major infrastructure and resource projects in Australia and overseas. She has designed and led research and applied science programs throughout her career and holds an adjunct research scientist appointment at Griffith University. Her specialist expertise includes applied environmental chemistry, habitat and ecosystem function, and environmental law at state, national and international levels.
